“Energia in Comune – Bergamo CCC” has officially launched in Bergamo. The new Energy and Climate Desk is designed to support citizens, businesses, local administrators, and organizations on their path toward climate neutrality. The service was presented last Thursday, January 15, at a press conference as a new operational reference point to help navigate incentives, energy efficiency measures, and solutions for the energy transition.
Supporting citizens, businesses, administrators, and local organizations in a concrete journey toward climate neutrality is the core objective of “Energia in Comune – Bergamo CCC”, the new Energy and Climate Desk of the Municipality of Bergamo, developed with the technical coordination of R2M Solution.
The initiative is funded by the European Union through Climate-KIC and is part of the Climate City Contract under the EU Mission “100 Climate-Neutral and Smart Cities by 2030”. The project is consistent with the Sustainable Energy and Climate Action Plan (SECAP) and with the Cli.c Bergamo Climate Transition Strategy, strengthening the link between the city’s long-term objectives and the operational tools available to the local area.
A practical tool for citizens and businesses
The Energy and Climate Desk was created to address a very concrete challenge: navigating regulations, incentives, technologies, and possible interventions when dealing with energy and building renovation. For families and businesses, available information is often fragmented and difficult to interpret.
The service provides free, practical support to help make informed choices, offering clear guidance on energy efficiency, building retrofitting, renewable energy sources, and climate change adaptation solutions.
The One Stop Shop model
At the core of the desk is the One Stop Shop model, which brings together information and guidance in a single point of access on topics that would normally require engagement with multiple stakeholders. This approach is designed to make complex processes—such as launching energy efficiency interventions or evaluating new solutions—easier to understand.
The service targets citizens, businesses, and condominium administrators, supporting them in the early decision-making stages and helping them understand where to start and which options to consider.
The Energy Desk provides support on:
incentives, calls, and financial instruments;
analysis of energy bills and consumption;
energy retrofitting of buildings;
photovoltaic systems, solar thermal, and other renewable technologies;
self-consumption models and energy communities;
regulatory aspects related to thermal comfort;
dedicated services for businesses.
Among its activities, the Desk also supports users in identifying the types of professional profiles required for energy renovation processes, providing guidance on roles and skills needed to initiate interventions.
Energy communities and participation
The Energy and Climate Desk also plays a role in supporting the development of energy communities and collective self-consumption. In a regulatory context often perceived as complex, the service helps clarify how these models work and what opportunities they can offer, in synergy with initiatives and opportunities promoted by the Municipality of Bergamo.
The local dimension thus becomes a lever for the energy transition, with impacts that go beyond individual buildings and extend to entire neighborhoods.
The partnership
The service is managed through a public-private partnership that brings together complementary expertise. R2M Solution coordinates the project and the development of the One Stop Shop model, contributing its experience in urban energy transition and in supporting local authorities.
Alongside R2M, TerrAria contributes to energy and environmental analyses, data management, and the development of digital tools. The Lombardy Energy Cleantech Cluster (LE2C) is responsible for communication activities, stakeholder engagement, and connections with the local ecosystem.
The experience launched in Bergamo fits into the broader debate on Energy Desks as operational tools to make urban climate policies actionable. Thanks to its structure and governance, this model can be adapted to other local contexts as well.
Within this framework, R2M Solution supports cities and territories in designing Energy and Climate Desks aligned with European policies and built around the real needs of local communities, helping transform climate neutrality goals into concrete, measurable, and accessible actions.
