Supporting South Europe municipalities in the definition of Sustainable Local Heating and Cooling Plans
Plan4COLD supports Southern European municipalities in meeting Article 25 of the Energy Efficiency Directive (EED), mandating heating and cooling plans for cities over 45,000 inhabitants. With heating and cooling comprising nearly half of EU energy use, cooling demand surges in the South where tailored resources are lacking.
The project develops customized tools, capacity-building, and collaborates with 10 lead cities in Italy, Greece, and Portugal to create model Sustainable Local Heating and Cooling Plans (SLHCPs).
It generates policy recommendations across levels to accelerate EED implementation and the energy transition in heating and cooling sectors.
Plan4COLD raises LRA awareness of EED obligations while providing tailored tools and capacity building for Southern Europe’s unique heating and cooling challenges. It strengthens professional competencies and leverages prior H&C knowledge to support efficient, renewable-driven SLHCPs.
